What should the people of Jammu and Kashmir expect from such a government that is run by a Chief Minister whose own department is a culture of corruption. The same happened during NC rule and nothing seems to have changed yet.
In just a span of 2 months another scandal has come to light and it has been found out that there have been a number of backdoor entries in the Information Department, Kashmir Division. According to top sources, many of the officials are allegedly involved in the backdoor entries of software engineers.It comes at a time when the educated and qualified youth are struggling to survive.
It was also learnt from the sources that the present government is barely concerned about corruption. A couple of months ago when the big advertisement scandal was exposed, the then Information Minister Choudhary Zulfikar acted against the guilty and convicted Joint Director, Information for fraud. But the present incompetent government in no time sacked the Minister of Information and the scandal did not see the light of the day.
The order of the scandal in question of appointments of software engineers reads as under: –
“In continuation to this office letter No: INF/Advt-129/2017/11314-16 dated 22.06.2017 regarding the subject cited above, the details of account Nos/date of joining of the persons hired through M/s Rational Tabs.
It is requested that the remuneration of Rs.20000/- each may be released in their favour from the date of joining as indicated above by debit to account head “Advertisement/Publicity (Non-plan)”.
According to sources, the entire process of appointments of software engineers engaged for the purpose of uploading advertisement in the Department of Information, Kashmir Division was done without any prior notice/advertisement or interview. And as such no applications were received/invited from other unemployed software engineers.
A highly qualified unemployed software engineer talking on this issue said that the present government does not believe in a transparent process of appointment but nepotism. It was also revealed that the backdoor employments of said software engineers are a burden on the advertisement budget of Kashmir Division.
While some of the officers had instructed the officials to appoint these stringers on contractual basis for training permanent employees of department to run the online advertisement distribution system in Kashmir Division, at the same time some other officers are in support of these stringers for personal benefits.It comes as no surprise that none of the permanent employees have been trained during the past 9 months since the appointment of these stringers but rather the whole process of advertisement distribution has been taken over by these stringers.
